The rule in plain English
- Born on or after January 1, 1988 → carry the FWC card unless exempt.
- A motor of 10 horsepower or more → the rule applies.
- Carry photo ID and your card on board.
- Operating without the required card is a noncriminal infraction with a $100 civil penalty.

Jet skis and PWC
- No one under 14 may operate a PWC.
- No one under 18 may rent a vessel from a livery.
- No PWC operation from a half hour after sunset to a half hour before sunrise.
- A PWC is a motorboat, so the card rule applies to operators born on or after January 1, 1988.

What the card is, and isn't
Florida calls it a Boating Safety Education Identification Card, not a license. FWC issues the permanent card, and it is valid for life. ABF emails your temporary certificate the moment you pass; carry it with photo ID for up to 90 days while the permanent card is issued.
We report your completion to FWC. You choose mailed or digital delivery on the short form after checkout; the printed card typically takes several weeks.

Frequently asked questions
Florida does not issue a boating license. If you were born on or after January 1, 1988, you must carry a Boating Safety Education Identification Card from FWC, plus photo ID, to operate a vessel with a motor of 10 horsepower or more. The card is earned by passing an FWC-approved course.
There is no age cutoff — it is a birth-date cutoff. Anyone born on or after January 1, 1988 needs the card to operate a motorboat of 10 hp or more, whether they are 16 or 38. People born before that date are not required to carry one.
Florida law exempts operators who are licensed by the Coast Guard as a master, who boat only on a private lake or pond, who are accompanied by someone 18 or older who holds the card or is exempt, nonresidents carrying proof of another state's course, buyers within 90 days of purchasing the vessel, and anyone within 90 days of completing an approved course who carries the certificate and photo ID.
A personal watercraft is a motorboat, so the same card rule applies if you were born on or after January 1, 1988. In addition, no one under 14 may operate a PWC, no one under 18 may rent one, and PWC may not be operated from a half hour after sunset to a half hour before sunrise.
Most states recognize a NASBLA-approved course completed in another state, and Florida's card is NASBLA-approved. Check the destination state's rules before you go, since a few have their own requirements.
